nu tigda ja by zapretil derzhatj detej i sobak doma. sozdal by specialjnyje "dogs-ranges" and "kids-ranges", every day from 7:00 to until, say, 21:00 citizens are allowed to play with kids or dogs and feed them (of course food can only be bought on the range's premises and is not allowed to be carried outside). all kids should be stored safely in specially designed facilities under governmental control.
